Default Thermo-Hygro sensor?

Anyone know what a Therno-Hygro sensor is? It was outside under the edge of the porch roof. Is this a sensor for a sprinkler system... no sprinkler operation if it's raining or... if it's too cold?

I think it's a temperature and humidity sensor.
