Default Weep Wick Question

I saw this this morning on a new construction. Weep wicks were installed on third course of brick. None on first course. Why??

They forgot about them until they had already finished two courses, or the area is prone to standing water occasionally (Midwest afternoon thunder shower) and one doesn't want the weep wicks absorbing water every afternoon.

When the final grade the yard and lanscape it the wicks/weep's might be right where they need to be, just above grade.

Lets just hope there is no wood framing that will under grade.
