In answering the poll question the air gap is an integral component of the wall system it would have to be considered part of the building envelope. IMHO

The term building envelope refers to the walls, windows, doors, roof, and foundation components that shield the living space from climatic conditions.

Since veneer, especially stone or masonry, can hold and release moisture that can then move (as vapor carried by air infiltration or by diffusion) through the exterior wall to affect the interior living space, both the veneer and the air gap must be considered part of the building envelope.
Vapor can move through the wall due to temperature, pressure or moisture gradients.
