Default What is this???

Found this on an exterior wall in a bedroom.It was on a USDA financed job. I mentioned it could be painted over mold.This caused a huge fuss! The realtor and the seller both said that it was dirt in the paint. Opinions? The realtor also suggested that I was looking at nail pops! Thanks in advance!a-p5030617.jpg

What is on the other side of this wall ?
Sometimes something similar happens when you cover oil over latex paint or is it the other way around .

It's an outside wall. The house is 6 years old and is on a slab. There is only about 2-3 inches from the ground to the bottom of the vinyl siding.

Also, it's only on the lower two feet of the wall. The rest of the wall above is fine.

Thanks Roy,
The picture looks almost like a perfect match. The bubbles on the wall were hard; I couldn't collapse them with my thumbnail. Could that still be moisture passing through the wall? I don't understand why its only on the bottom two feet of wall.

What ever "it" is the paint paint did not adhere properly likely due to inadequate wall preparation.
