Detroit, MI house.

Admittedly, paint was one of the smaller problems for this vacant house.

Seems to be a lot bigger issues than primer. High humidity, moisture? Don't think primer would have helped with what I see. Hope it wasn't lead paint

I've seen that so many times out in the city. Usually it's the result of excessive condensation on the walls from flooding in the home.
