That looks like a wall oven rather than a range. If it is, it's simply not installed properly rather than merely lacking an anti-tip device.

Looks like someone accidentally ran their motorcycle into the back wall of the garage and knocked the oven out of the cabinet.
Hope they didn't stick their foot in a bucket of paint getting off their bike. How's the new house BK?
