Default Bad locks or something more

Walk out basement - all 4 windows locks were in the same condition.
Pella windows. All other windows on upper levels were fine.

Bad lock hardware or something else?

My first impression is bad hardware or stripped fasteners on the latches.

Looks like old inside storm style.

I would just mention loose hardware and not worry about how to repair.

Perhaps bad spring balances on the top half allowing constant pressure on the lock mechanism or maybe the screws were just to small to begin with?

Who knows. Simple fix though.

Over the years, every Pella window quality defect/problem that I have been aware of has been fixed, free of charge, by the rep.
