Default Basement ceiling insulation?

I believe the unfinished basement ceilings, a unconditioned space, required insulation as per the energy codes passed in the early nineties. Though the codes were so poorly designed and were poorly enforced, if at all. What are your thoughts on basement ceiling insulation as compared to basement wall insulation in unfinished unconditioned basements?
