Does a electric heater installed in a garage need to be installed 18 inches of the floor? The one in the photo is 15 inches off the floor.

Not sure about the heater, but don't think I would be concerned with it. But I am curious if that outlet above the hose reel and the heater are GFCI protected? As far as I know, the code about ignition sources is specific to gas appliances.
