Default Garage door sensors above the garage door?

According to the InterNACHI Res. SOP:

2.10. Doors, Windows & Interior
I. The inspector shall:
E. and report as in need of repair any installed electronic sensors
that are not operable or not installed at proper heights above
the garage door;

Are sensors supposed to be installed above the garage door?

Above the garage door??? that pic looks like a double garage and the pic does not support your explanation

And that's what you are to report - that the door openers in that picture are properly installed above the garage doors. ?? SOP is confusing there - agreed?
