I just can't see this being a vermin issue...if not a supply pipe issue then I'd be looking at an underground stream or the like. Any hydrologists nearby you could consult with?

Last night I ran into the person that owns this property. He told me that when the enclosure walls were removed, two or three more wheel barrows of earth was removed. He said they observed an area where the slab was cut into for previous repairs of some type. He also said they saw a lot of animal feces when they removed the dirt. Frickin vermin!!
