Reverse nailed attic stairs?

Builder questioned why this would be a write up.
All nails entered through the joists into the stairwell frame.
Also no fasteners through the critical hardware holes.
Any of you see a problem with this?

It probably does not conform to the manufacturer's installation instructions, plus the protruding nails pose a safety hazard. Of course the builder will say of the second objection "I'll get my hammer and take care of that with one whack each."

This has to be a new house in the Dallas area!!!
In my former life I was called in the fix these type of problems.
Was quite busy!!
