Does this romex need to be in conduit or in the wall.
this is a picuture of under the kitchen sink.

If it's for a garbage disposal, I generally just recommend taping it to the waste line, as this is common practice when it's not in flexible conduit. If not for a disposal, then yes, I'd write it up as unprotected.
