As Home Inspector how do we check the 240 volt dryer outlet ?

Is there a tester similar to the device we stick into the 120 volt outlet

to check for correct wiring ?

The wiggy (or similar device) is certainly more reliable and accurate, but the NCVD is quick and simple for determining if voltage is even present. . .

it certainly is and probably all that is necessary for Our purpose...I just happen to have had the wiggy for a couple thousand years so i use it....just habit.....

With a Wiggy you will be able to verify grounding, with a NC tester you will not.
