Arc Fault in Living Room NYC?

Can anyone tell me if arc fault protection on is required at living receptacle circuits in New York City new home construction. A new home I recently inspected had arc fault protection at the bedroom receptacles but not the living room?

In 2001, New York City replaced its antiquated electrical code with the 1999 National Electrical Code (NEC), amended for New York City. Under the three year review and revision functions of the program established to revise the Construction Codes, the 2005 NEC, with New York City amendments, was adopted in 2006.
