Default Baseboard heating installed in basement

Is there a code as to how high off the floor baseboard heating is to be installed in a basement whether finished or unfinished?

Nope, but I like to keep them up a half inch or so just so that the flooring can be installed more easily.

Would that have to be on a GFCI breaker? Or will it set if off too often?
