Can anyone identify purpose of the curled up wires coming out of this service cap?

Just a guess... former off peak meter line side conductors.

What sort of occupancy was this?

The home is a single family detached dwelling circa 1955. If an "off peak" meter is what is known here as a "smart meter" i.e. it measures usage against the time of day and reports same so that the homeowner can better manage their power consumption, then yes, the home is equipped with one, but it was recently installed. Adjacent home didn't have a similar meter. They are being installed here incrementally as electrical systems are updated.
