Should the red capped white wire be connected to the bar.

It appears ( and I really can't tell in the image ) that it is spliced to another smaller white conductor which might go to the grounded terminal bar. Only you will be able to verify that as you were their. If the load was lets say 240V load with no neutral conductor needed then I guess they could cap it if they choose, if again no grounded conductor is needed in the circuit. Really depends on the circuit in question and what the picture does not tell us.

It appears the red wire or conductor terminates at the double breaker cut off at bottom of the picture.
Need more info. |
