Would you say anything about this style of cap being used?

If the splice caps are rated for the size and number of conductors, you're good to go.

I believe that "TAN" wirenut may not be designed for that size "grounded" conductor but alas I would be more concerned over the opening in the top where no connector is installed on the cable coming into the panel... Not to mention it appears to be set back into the wall cavity quite a bit.....gaps around the enclosure....but alas what are ya gonna do...

Sloppy work......so much for overcrowding eh !
