Is there any circumstance that you would be allowed to put a circuit breaker panel for the whole house on a screened in porch?

Brad,
As long as the panel is rated for outdoors and the Service COnductors are protected from physical damage in conduit their should be no problem. Many times these service are in place on the outside of the house when a owner comes along and screens in the actual area thus the panel then is located within the porch area. Again no real issues as long as the panel is rated for outdoors ( which is probably prior to the porch being built itself ) and the service conductors are protected as stated above. Paul W.
