Default Clearance requirement for raceway/trough

Is there a clearance requirement the above?
If so, what is it?

As a minimum what you have is a buried junction box you do not have proper access to.

Called a "splitter box" in my area.

The wall also encroaches on the required working space in front of the electrical equipment. This is from the NECH:
