Default Commercial electrical question...

Inspected my first commercial building yesterday. 3900 sq ft office. It was about 40 years old and everything seemed to be original. Even an AC unit form around '77. There were so many electrical issues I didn't know where to start. All cartridge and edison fuses throughout. The main service was spliced and went into 2 masts. Is this allowed? and Can you double tap the main bus? I've already referred the entire electrical over for an electrician and upgrade but I still want to comment on the issues.

The lugs in the panel are most likely only for one conductor.

The overhead can supply two services, but I doubt the crimps are good for the two conductors to the panels.

If this is under the jurisdiction of the power company then the NEC would not apply.
