Default Conduit (proper or improper)

Has anyone ever seen this type of conduit before. BX was noted entering at the bottom of the blue ribbed plastic, but it appeared to be the blue ribbed plastic that was connected at the bottom of the exterior main panel box connector. This panel was adjacent to the meter. Is this ribbed blue plastic a proper conduit?...it sort of looks like a dishwasher supply line.
