Do any of you open outside disconnects like you would the inside house panel?

Yup. I touch it with my Tic Tracer first, if no static electricity I then remove the cover to inspect further. I'm simply curious, especially with the FPE Stab-Lok breaker you've got there.

I'd have to put a ticker on that before touching it just like any equipment, but yes.

In the case of the absent lid and rust I'd report as defective equipment and requiring replacement but I'm always curious so I'd open her up as long as stray current wasn't present.

I don't think you even have to open that one. Just write it up for replacement. It is missing the weather cover and it is rusted out. You don't even have to bring up the "FP" problem.
