Default Cutler Hammer Breaker

If I read this correctly with CU wiring I can double tap this breaker......am I correct? Even without the w style seizure clamp? It's hard to read but says (1) 8-14 AL/CU or (2) 10-14 CU only.

You are correct. Two conductors properly sized and of a CU material can be terminated on that breaker.
