Is the inner portion of the panel cover supposed to be suspended with a pin and a spring? I pulled a cutler hammer panel cover and the center section was bolted on with machine screws. I cant say I ever saw this from the factory. Given that and according to the Nachi TV advanced course, there should be nothing protruding into the panel. So would you call it out as a defect or just make a notation.

Yes. Spring loaded covers are common in many different brands of panels. There is nothing to make a notation about.
