Default What device do these control?

These appeared to be fan controls, but for what? The dishwasher was the only appliance nearby... no stove, no trash compactor, nothing but cookie sheets stored in the cabinet below. I could hear the fan when I operated the controls.

Any ideas?

Counter top blender. The upper one is a cover the lower one is speed control. Remove the cover and that is the seat for the blender.
