Double Mast,Double Trouble?

Took this snapshot of tommorows inspection.
Since these are new I was wondering why they would run two side by side and is this ok?.
8 unit building with I believe electric heat and new through wall A-C units.

Masts go side by side staight into the building.
Think it might have something to do with the electric heat?
Remember this is tommorow and was only my drive by.

These might be parallel conductors feeding a fairly good sized service. Also some areas have lower rates for electric heat and require it to metered separately.
