Default Double pole breaker with one wire.

This electric furnace in a manufactured home has only one wire on the disconnect breakers. Seems unusual to me, is it OK?

Looks like that furnace has had a fair amount of field modification.

I agree with Marc. Perhaps the empty side of the 50 amp. breaker has gone bad and the apparent splice below it bypasses that phase to complete the 240v circuit.

The breaker looks like it is turned off.

Looks like one bank of heaters have been abandoned.

It has definitely been wired around the breaker for some reason. The installation is not safe. There will always be 120v to ground.
