Double tap

Tandem breakers throughout this 1979 panel. This one is double tapped with no room for more breakers. Breaker is labeled “Disposal/Dishwasher” & “Kitchen outlets”. Is there any time when a double tap is permitted? Is a pigtail repair acceptable: “The offending wires get disconnected from the circuit breaker, connected to a single wire with a wire nut, and that single wire gets connected to the circuit breaker.” Any other thoughts or suggestions?

Given the description of what those serve they should be on separate breakers. As you’ve mentioned a simple splice and pigtail will get rid of the double tap.

Good discussion for here, but I would leave it to the electrician to propose the most appropriate solution.

Double tap is OK if the breaker terminal is designed to support two conductors. Had one today. Those are not designed for two. Also watch out for multiwire circuits on those tandem breakers, as both breakers are on the same leg.
