Need a little advice. Does this appear to quailify for a proper drip loop?

It's hard to tell from the pic, but if the service wires drop down before going into the weatherhead it would serve the intended purpose of helping to keep rainwater out of the service mast/conduit (even though it may not be nice and neat).
