This ones an easy one to make up for the one on the weekend.
Yup, rip it out and start over.
A 70 amp fuse and a 100 amp fuse in the disconnect.
A time delay fuse and a Regular fuse in the pull out fuse holder
over fuse in the panel .
Burn marks on Panel cover says we have had a problem previously .

I think anyone could have said remove it and start over again.
