Default Electrical outlets over heaters

I know that we should call out electric outlets over electric baseboard heaters, but what about outlets over slant-fin type hot water baseboard? The ones I saw in yesterday's inspection were only 1/2" above the baseboard convectors. Is this aceptable?

Acceptable, as in legal and code-compliant, yes. Some people think it is not such a good idea, but it is absolutely unavoidable to get the NEC required receptacle spacing, many times.
