Electrical plug for ceiling

Electrical plug into wall outlet for ceiling light. Light switch below to turn off and on. Would you comment / what would you say on this set-up?
Home built in 1983.

The cord is required to be exposed for its entire length and can not enter the enclosed ceiling.

Write her up as being very dangerous as it can not be seen

No comment on the plug it could have been for a ??? .
But you can not have a cord buried in the ceiling.

the outlets high on the wall (in my experience) are usually a recessed outlet for a clock (although by the time 1983 came along we had plenty of battery operated ones), it must have been changed over to a standard recepticle. I just wonder is it on a switched leg, or do they turn the light off manually?
