I thought that all service cable coming in from above had to have a mast and weather head. Could someone help me with this ?

Anchor and service head suffices for nearly all installations in these parts. No goosenecks seen. Few service masts.

It really depends on the height. On a 2 story you can get the drop up off the ground far enough with a simple anchor on the facia.
