Default electrical size gauge

I lost my wire gauge sizing tool. I had bought it from Professional Equipment years ago and can't remember where I placed the darn thing. It was plastic and used for entrance cable sizing for both aluminum and copper. Would anyone know where I can get a replacement. Professional Equipment doesn't seem to carry it anymore.

Can someone explain how these things work? Do they compensate for different types of insulation that may have different thicknesses or do they measure the bare conductor?
