The Board of Commissioners of the County of Beaver, Pennsylvania, requests separate, sealed bids from Electrical Contractors for the following project. The Electrical contractor will serve as the Lead Contractor for this project.
ELECTRICAL UPGRADES
FRIENDSHIP RIDGE
Bid forms, plans and specifications may be obtained, in person, from the offices of Astorino, 227 Fort Pitt Blvd., Pittsburgh, Pa 15222 for a non-refundable fee of $100.00 made payable to Astorino, Addenda, if any, will be issued to only those persons whose name and addresses are on record as having obtained the Contract Documents.
All bids must be submitted on BID forms provided by the Architect.
Each bid submitted must be accompanied by a bid security in the form of a Certified Check, Cashier's Check, or Bid Bond, in the amount of ten percent (10%) of the total of the bids submitted, the same made payable to the "County of Beaver, Pennsylvania". No bid will be considered unless it is so guaranteed. Bidders are hereby notified that only an original bid bond and original power of attorney will be acceptable, copies facsimiles will be rejected.
Questions regarding this bid should be addressed to Chris Falls, Facilities Director, Friendship Ridge at 724-773-5223.
No bid or portion thereof may be withdrawn after the bid opening date herein below specified and during the ensuring forty-five (45) days thereafter.
Sealed bids will be received until 4:30 p.m. on Monday, February 2, 2009, at the Office of the Controller of the County of Beaver, Pennsylvania 15009; all bids so received shall be opened and read aloud at or about 9:00 a.m. prevailing time, on Tuesday, February 3, 2009, at a duly convened meeting of the Board of Commissioners of the County of Beaver to be held in the Commissioners' Meeting Room, the aforementioned, Beaver County Courthouse. Award of bid will be determined and proclaimed in accordance with Section 1802 of "The County Code" of Pennsylvania, as amended, 16 P.S. Section 1802.
The Board of Commissioners reserve the right to reject any and all bids and to waive any informalities in the bid submitted as the public interest may require.

As I do not get involved with projects like this, can you tell me what this is all about.
They want the contractor to PAY $100 to put the bid in, and then submit another 10% as the cost of the job as a bond?

Is this for one service upgrade? Or 100?

Sorry Pete, looks like my comments/questions did not come through the original post.

I was more curious about what it entailed myself, and was wondering if anyone on the board heard of this contract.

all I know is what is written ... Questions regarding this bid should be addressed to Chris Falls, Facilities Director, Friendship Ridge at 724-773-5223.

Nah, that's OK. If I have to pay $100 just to submit a bid I'll pass.
