Default FPE Panel

Found FPE Panel today, I was hoping some one could give me clarification on the conductors attached to the hot bus bar on the right side of the panel.
Are these conductors there because it is a split bus.
I recommended further evaluation of the panel by Qualified and licensed electrician.

Yes, check here about FPE panels and read about figure 3 for split bus panels:
