can you have the bathroom GFCI on the same circuit as the garage and exterior outlets. The home was built about 9 years ago.

Yes, NEC 2002 states they need GFCI protection, it doesn't state anything on circuiting. It appears in 2005 I believe. I've seen Million dollar homes with all GFCI receptacles except kitchens on the same circuit. They had 4-5 bathrooms. Mom and daughter can't dry their hair at the same time

The requirement for a dedicated 20a circuit in the bathroom showed up in the 96 code.
