Default GFCI electrical panel

Alright, guys! Here is the deal. Did a HI yesterday on a newly constructed home. The seller/builder was there. How lucky was I? I test the exterior outlets, no GFCI, the bathroom outlets, no GFCI, the kitchen outlets, NO GFCI. The seller informs me that the entire main panel is wired with ground fault protection. Not GFCI circuit breakers, no AFCI circuit breakers. The entire panel. Well I must be uneducated b/c in six years of doing inspections I have not seen such a thing. What in the hell is he talking about? THANKS!

I am with you never heard of main GFCI he may be talking about surge protection.
