Default Ground for????

What is the ground to. I would think that using the romex & cutting the hot/nuetral isnt up to code. Any suggestions on what the ground is to?

This was located at the bath tub access panel.

Default Re: Ground for????

Probably the house has an ungrounded system and someone wanted to ground a nearby computer outlet or the bathroom GFCI. Of course it isn't legal.
