Grounded conductor and Neutral conductor?

Is a Grounded conductor terminations and Neutral conductor terminations the same in respect to the issue below?
The reason I ask is because I have a neutral bar with many double tap and am going to write it up as an issue.
Just looking for clarification.
But reading NEC 408.41 it refers to Grounded Conductor Terminations.

408.41 Grounded Conductor Terminations. Each grounded
conductor shall terminate within the panelboard in an individual
terminal that is not also used for another conductor.

A grounded conductor is a neutral-the white one. A grounding conductor is the EGC-the bare one. They aren’t double tapped-they are double lugged and I do report that.

Is that a sub panel. It’s look like the green bonding screw is missing.

The neutrals as shown in the first picture of the left hand bus are incorrect. One wire per hole.

This panel does not meet the conditions that allow multiple cables in a sleeve to enter the panel. The first condition is the panel needs to be surface mounted, not flush. Other issues may also exist but are out of the scope of the picture.
