Default Grounding

Hi Folks, The wiring appears to be grounded to the panel box, including the 40 and 50 amp breakers. The main entrance cable also is grounded to the box. I was unable to determine the grounding of the box to ground as this panel is in a finished basement wall. No rod was seen at the exterior and the water meter is in a closet type door at the far end of the finished basement and could not see a ground wire there also. Is this a safe installation if it is properly connected to ground?

I'm not sure how well those connections will function, but this is aged equipment and may be sufficient. However, there must be a system ground such as a water pipe or ground rod. If you did not observe a GES, you should recommend that it be verified by a qualified electrician.
