What the heck is this for

Wow, a first. I've never seen one of these in a panel. It was connected to a 15 amp 120v breaker. Whatizzit?

Its a relay with a built in timer, probably made by Potter Brumfield. Looks like its set to turn off after 6 minutes or it could be a time delay type.
