Default High voltage

Where do you draw the line on voltage. The first floor of a house I did today had a voltage reading of 127 to 129 thoughout the first floor. Most of the outlets showed a faulty ground. Normallly I see voltage around 123 and occassionaly have seen 125 as a high. Your thoughts gentlemen.

If some are high and some low that is probably a bad neutral. Verify by checking one of the 240v outlets. Nominal "120v" is half of what you see on the "240v" line to line. Anything else should be investigated. 129 certainly sounds high to me. I cruise around 123/246 here and light bulbs are a problem.
