Homeless getting smarter

Wife manages rentals for a out of State investor and has one not rented in a less than desirable area. Has had to have police remove homeless from the property. Keeps the electric on to the home to prevent freezing. So now they steal the electric meter and install it on another vacant property so they have heat. These are satellite read meters the owner is paying to heat property that someone else owns
