Default J Box on gutter

I hope no one else has seen it because it's pretty stupid. Often boxes in that area are for ice melting but probably not in FL.

Yes frequently usually fed with an extension cord .
Not an approved method .
I write them up and expect they never get changed .

Looks like low voltage landscape lighting cable to me. Still not a great location.

Fed a hanging light above outdoor grill. And no support for light.
