Default kitchen outlets

Anyone know what year the 24 inch requirement went into effect regarding outlet distance on kitchen countertops?

Just dont quote me wrong but IIRC i think it went effect way back on 1999 or 2002 code cycle if i am wrong on let me know.

Thanks Mike for filling in that part no wonder i am missing one code book ughh LOL but i have 1996 and 1999 and 2002 and 2005 but the first two i have [ 96 and 99 both were printed in french for me ]
