I don't know how to go about making a concern known and inspectors aware of it but there are is an issue I have run across from time to time. I have seen KT wiring with uninsulated conductors run through attic spaces which were energized. I have also seen non-energized, discontinued uninsulated conductors run through crawl spaces. I believe these conductors were telegraph salvage considering the location and social and economic areas. Couple this up with the old dime fuse trick you have terrific potential for disaster.
