Saw one of these plates in the hallway outside of a bedroom and then another one just inside the bedroom door. It did not control anything when I tried to press the dimmer like button. Home was built in 2002 by David Weekly.

That looks like a timer for a/the house ventilation fan. Houses that are built to certain green standards are required to have them because they are built so tight. Typically builders set them to run at night so make the buyer aware of that (if they are leery of strange sounds).
